Hohhot, capital of North China's Inner Mongolia autonomous region, invested 45.94 billion yuan ($6.26 billion) in livelihood improvements in 2024, accounting for 78.58 percent of the city's general public budget.

A total of 400 million yuan was allocated as employment subsidies for social insurance, public welfare positions, job-seeking and entrepreneurship, and one-time employment incentives.

The city also utilized a combination of tax and fee reductions, social security subsidies, and loan interest discounts to boost employment.

Hohhot's education expenditure of 6.44 billion yuan was used to construct, renovate, and expand primary and secondary schools and kindergartens. Investments were also made to accelerate the development of vocational education parks, and training centers and improve facilities at local schools.

A total of 3.98 billion yuan was invested in healthcare to support national basic public health service programs, including vaccination and infectious disease prevention. Efforts were made to improve maternal and child healthcare, integrated medical and elderly care, and senior health services. Expert teams from Beijing and other regions were invited to enhance Hohhot's medical workforce, continuously strengthening public health services.
