Changning district in Shanghai has unveiled pioneering services to enhance living and working experiences for expats.

The services were introduced during the inaugural Changning High-Quality Talent Development Forum and the launch of the Changning Overseas Talent Service Partner Program on Nov 18.

At the core of this initiative are enhancements to the Shanghai Hongqiao One-Stop Service Center for Overseas Talents.

The center plans to optimize existing services like guidance for innovation and entrepreneurship, introduce new services such as providing consultation on 144-hour visa-free policies, and offer comprehensive guides on immigration matters, investment opportunities, and more.

Changning has officially rolled out its Overseas Talent Service Partner Program. This program aims to establish 10 overseas talent service partners through collaboration with human resources agencies, outbound enterprises, foreign education institutions, overseas university alliances, and community organizations.

These partners are expected to promote Changning, attract high-level international talent, facilitate deeper cooperation, and draw more overseas talent to the district.

Furthermore, Changning has inaugurated the Changning District Talent Station, a project specifically catering to the initial residential needs of both local and international talent engaged in innovation and entrepreneurship. The station offers 100 complimentary accommodation for 1 to 3 months to eligible high-level talents at the Hongqiao Talent Apartment.

In addition to these services, Changning has streamlined processes for expats through the Suishenban App. The district has also introduced the High-Level Talent Exclusive Medical Card, granting expats access to specialized medical services at top-tier hospitals.

Meanwhile, the district has established the Changning District Youth Innovative Talent Development Center and launched the International Youth Talent Exchange Program, which aim to attract more young talent from home and abroad to start their own business in Changning.
