The Health Commission of Shanxi Province has been actively promoting the upgrading of integrated healthcare reform at the county, township, and village levels.
To enhance county-level healthcare services, the commission is implementing a three-year action plan to enhance the comprehensive capabilities of county-level medical institutions. This includes benchmarking, upgrading, and standardizing county hospitals, traditional Chinese medicine hospitals, and maternal and child health hospitals. The plan will also develop "Five Centers" in clinical services, emergency care, resource sharing, high-quality management, and traditional Chinese medicine services.
To improve township-level healthcare capabilities, efforts are being made to strengthen rural healthcare foundations. Each county is selecting one to three central township health centers to establish county-level medical sub-centers that meet the standards of secondary hospitals. The initiative to enhance grassroots services and community hospital development is being implemented, along with strengthening traditional Chinese medicine clinics and service functions.
Measures are also being taken to maintain and enhance the quality of village clinics, ensure full coverage of medical insurance settlements and village doctor services, and stabilize the village healthcare workforce by providing monthly subsidies and annual education upgrades to doctors.
Efforts are being made to promote sustainable urban-rural integration, strengthen digital healthcare-integrated systems, and innovate collaborative mechanisms between medical and preventative care. These efforts will substantially enhance rural residents' accessibility to high-quality health services.
