North China's Shanxi province recently issued a notice on launching the county-level commercial development action to establish a county-level commercial system centered around counties, towns, townships, and villages by 2025.
The province will address market gaps and weaknesses in the county-level commercial system, accelerate infrastructure improvements, and enhance agricultural product distribution systems.
The initiative targets townships with relatively concentrated populations and supports upgrading and renovating commercial centers, supermarkets, and facilities for cold storage, display, packaging, settlement, and food processing.
The plan aims to preserve local traditions, promote regional characteristics, and develop rural market economies by encouraging activities such as exhibitions, promotions, rural tourism, and cultural events at townships and towns.
The initiative supports constructing and renovating county-level logistics distribution centers and township express delivery sites, and enhancing facilities for storage, sorting, packaging, loading, transportation, and distribution, to transform counties and townships into logistics hubs.
Large-scale distribution enterprises are encouraged to establish county-level facilities, such as warehouses and logistics centers, to achieve smart logistics management through modern inventory data systems at the county level.
By integrating existing rural e-commerce service sites, the initiative works to achieve the overall management of product development, design, marketing, and branding services. It aims to expand rural product distribution channels and enhance rural e-commerce applications.
