The seventh plenary session of the 12th CPC Shandong Provincial Committee, held on Aug 23-24 in Jinan, has adopted comprehensive guidelines aimed at making Shandong a leading province in China's reform efforts.
At a press conference held on Aug 26, spokesperson Fan Bo described the spirit of the session.
The main points of the session can be summarized as follows:
Firstly, the session fully affirmed the achievements made this year and recognized the strides made in the high-quality development of Shandong's economy and society.
Secondly, the session emphasized a proactive and pioneering spirit. The guidelines called for efforts to deepen economic system reform, foster a new growth pole in northern China, deepen institutional opening up, build a new center for high-level opening up, deepen cultural system reform, set new benchmarks for cultural innovation and development, deepen rural reform, create a Shandong model for rural vitalization, and deepen ecological civilization system reform, striving to be a pioneer in building a beautiful China.
Thirdly, the guidelines present a clear and well-structured layout, consisting of 14 parts and 55 measures, divided into three major sections.
Fourthly, the session was tailored to Shandong's specific conditions. The meeting proposed a number of reform measures unique to Shandong, including developing new quality productive forces based on local conditions, fully unleashing the synergy between the digital and real economies, and conducting a series of pilot programs and demonstrations.
Fifthly, the guidelines focus on practical and effective measures. They aim to address bottlenecks hindering high-quality development, issues pertaining to people's livelihoods, and key weaknesses in risk prevention and control.
Sixthly, the session encouraged a strong sense of responsibility and accountability. Shandong will improve mechanisms to encourage officials to take responsibility and promote coordinated efforts, fully mobilizing the enthusiasm, proactiveness, and creativity of Party organizations and cadres at all levels to drive reform and development.
In essence, the session has charted a clear course for Shandong to deepen reforms and play a leading role in China's modernization drive.
