The Nantong Economic and Technological Development Area (NETDA) in Jiangsu province boasts an improved business environment with streamlined policies and better administrative services than in the past.
In 2022, NETDA launched a three-year action plan to improve its business environment and released a to-do list with 50 tasks. Last year, it issued 35 measures to optimize its business environment and this year, 24 measures were released to improve the business environment.
Though the measures are few, NETDA has endeavored to make each one innovative, bringing tangible benefits to local enterprises. As a result, local enterprises have found it more convenient to start businesses in the area.
A high-end new material project funded by Xinke Zhonglian New Materials (Nantong) Ltd is currently under construction in NETDA. The arrangement of the factory's exits and entries usually requires the approval of multiple departments. But thanks to the Single Window combining four governmental departments as a result of the 24 new measures, the approval time has been reduced from at least 15 to just five working days.
When the construction of a project commences in NETDA, it usually needs to obtain permission from nearly 10 governmental departments. Therefore, Liu Chenglong, director of the Loulai Intelligent Industrial Park, was prepared for a long, arduous process.
He was shocked when he received a notice from the local administrative examination and approval bureau reading that the project conforms to the credit commitment system regarding the administrative examination and approval and it can start construction before the approval process is finished.
