Guiyang and Gui'an focus on fostering talent

In recent years, Guiyang City and Gui'an New Area have been vigorously promoting the gathering of talents to comprehensively advance rural vitalization.

Focused on the overall goal of attracting 100,000 practical talents to rural areas by 2025, they have been carrying out work on agricultural vocational education and skills training, cultivating practical talents in rural areas, and fostering high-quality farmers to provide continuous intellectual support for the development of agriculture, rural areas, and farmers.

The cumulative number of practical talents in rural areas in Guiyang and Gui'an now exceeds 78,000. A service platform has been set up, integrating professional title evaluation, subsidy application, and training for practical talents. It realizes the digital management of talent recruitment, cultivation, utilization, and retention. Guiyang and Gui'an have certified 1,007 senior agricultural technicians and 2,226 agricultural technicians. They are also providing a talent subsidy of 200 yuan ($28.2) per month to senior agricultural technicians.

In 2023, a total of 1,966 high-quality farmers were cultivated, along with the establishment of two public welfare institutions for training high-quality county-level farmers, two field schools, and four training bases. Additionally, 246 municipal-level family farms were newly recognized.

141 outstanding students were selected to participate in rural vitalization leadership training at universities such as China Agricultural University and Zhejiang University, and 329 rural craftsmen were recognized in Guiyang and Gui'an.

The government guided 1,107 agricultural technicians to carry out basic demonstration services, forming expert service teams in grains and oils, livestock and aquaculture, and economic crops, as well as 78 service groups, providing services at the grassroots level over 23,000 times throughout 2023.
