At the Fourth Session of the 15th Guiyang Municipal People's Congress, which opened in Guiyang, capital of Southwest China's Guizhou province, on Jan 31, the work report of the Guiyang Municipal People's Government was released, setting 10 goals to further improve people's well-being in 2024. They are as follows:
1. Construct, improve or expand 25 primary and secondary schools and kindergartens, with 27,000 admission places increased. Increase the admission places for general high schools by over 3,000.
2. Attract 150,000 new workers to urban areas.
3. Build the "Shuang Guiyang" (Cool Guiyang) smart livelihood comprehensive service platform, 40 "Yikebao" cultural stations, and 10 pocket parks.
4. Add 800 high-quality beds at medical facilities and provide 25,000 non-invasive DNA tests free of charge to expectant mothers for genetic screening. Establish 50 smart healthcare and emergency stations.
5. Have public sports venues across the city extend their free or low-cost opening hours to the public. Have 239 fitness facilities for the general public and 50 kilometers of fitness paths built around the city.
6. Build or improve 10 community elderly care facilities. Build 1,000 affordable burial plots for the public and open public welfare cemeteries in urban areas.
7. Complete the "Wangjia Dajing" emergency water source project. Build 11 rural water supply projects benefiting 103,700 rural residents.
8. Allocate some 5,000 units of government-subsidized rental housing to address housing difficulties for sanitation workers, new citizens, young professionals, and migrant workers.
9. Launch the first phase of S1 Metro Line. Add 18,000 public parking spaces and connect 12 "dead-end" roads. Address safety hazards in 20 urban road traffic areas and carry out comprehensive renovations on 11 areas with high traffic congestion.
10. Raise the minimum living standard and subsistence allowance standards in Guiyang and Gui'an. Increase the monthly nursing subsidy for level 1 and 2 severely disabled people to 130 yuan per person. Raise the monthly nursing subsidy for level 3 mentally and intellectually disabled people to 70 yuan per person. Make accessibility improvements to 150 households with severely disabled family members facing difficulties. Provide rehabilitation assistance for intellectually and mentally disabled children in need, with a subsidy of 24,000 yuan per person per year, and support over 2,000 children with disabilities.
