The Xi'an Second-hand Car Export One-stop Service Center was officially launched and began operation at the Xi'an Guogang Railway Station in Xi'an, capital of Northwest China's Shaanxi province, on Feb 27.
This will support Xi'an Port in establishing itself as an assembly center for second-hand car exports that targets countries involved in the Belt and Road Initiative.
Located within the south cargo yard of the Xi'an Guogang Railway Station, the center was completed in mid-February this year. Covering an area of approximately 10,000 square meters, the center will feature four inspection lines, with two already completed. It will also have four small vehicle inspection bays and one large vehicle inspection bay.
The center's daily inspection capacity is estimated to reach 80 to 100 vehicles, with plans for expansion based on the needs of vehicle export enterprises.
As a port service platform, the center can provide enterprises with a full range of "one-stop" services. This includes vehicle registration, temporary license registration, transfer for exports, vehicle deregistration, loading China-Europe freight trains (Xi'an), customs export declarations, and tax refunds for port of departure.
Xi'an Qinbao Luoji E-commerce Co recently obtained the first vehicle transfer registration certificate for export purposes issued by the center. The company's second-hand cars will be transported via China-Europe freight trains (Xi'an) to their destination in Minsk, Belarus.
"We used to deal with vehicle procedures by visiting three or four departments, including the vehicle management, tax, and customs offices," said Wei Kai, the company's general manager.
"Now, the center handles not only the pre-export procedural issues, but also addresses vehicle deregistration and export tax refund matters. All vehicle procedures can be completed in a single day, and we can receive the tax refund within three days, greatly alleviating our financial pressure," said Wei.
