Jinan has been continuously strengthening institutional supply and accelerating the progress of local legislation with Jinan characteristics in the Yellow River Basin, officials said at a news conference held on Nov 1.
Li Qiang, director of the Jinan Municipal Bureau of Justice, said that a series of measures to strengthen the legal guarantee for ecological protection and high-quality development in the Yellow River Basin was approved in June this year. These measures are aimed at turning Jinan into a legal highland for the rule of law through legislation, law enforcement, justice and legal services.
Jinan has been bolstering efforts to deepen joint law enforcement and improve various systems to crack down on illegal acts such as the destruction of land, forests, plants and animals, mineral resources, emission of pollutants, and ensure river flood safety in the Yellow River Basin.
In addition, Jinan has encouraged lawyers, judicial appraisers, arbitration experts and other legal professionals to contribute to its efforts regarding the Yellow River Basin.
The city has established organizations for the protection of ecological environments in the Yellow River Basin and promoted the construction of "one-stop" mediation centers for resolving conflicts and disputes in the nine districts and counties as well as 26 towns along the Yellow River.
Jinan has also promoted rule of law governance in the Yellow River Basin through the establishment of legal culture parks, cultural squares, and cultural corridors along the Yellow River in the city.
