Shenyang, the capital city of China's Liaoning Province, is set to host the "Bishkek Central Asia Railway Mozi Workshop". The event was established thanks to the partnership of Liaoning Railway Vocational and Technical College, Kyrgyz National Technical University, and China Railway.

The "Mozi Workshop" project is considered an opportunity for Liaoning to pioneer a new brand of vocational education that places great emphasis on excellence and craftsmanship. Inspired by the renowned Chinese craftsman Mozi, the project aims to reshape the landscape of vocational education.

Established in 1948, Liaoning Railway Vocational and Technical College is one of China's earliest professional schools specializing in railway transportation. The college offers comprehensive programs in railway transportation, with a particular focus on high-speed railways and railway and urban rail transit. It also provides supplementary programs in equipment manufacturing and related fields.
In recent years, the college has engaged in discussions and partnerships with countries like Kenya and Ethiopia to develop tailored high-quality talent training standards. Their aim is to nurture internationally-oriented railway technical and skilled personnel who can meet industry demands while facilitating cultural exchanges and mutually beneficial cooperation.
