In 2021, the East Lake High-tech Development Zone (also known as Optics Valley of China, or OVC) pioneered a talent registration system and a point-based system nationwide, and for the first time, included young talent in the 3551 talent policy system.

When selecting "excellent young talent," the emphasis is placed on innovative value, contributions, and market effectiveness, while personal qualifications, knowledge, and innovative abilities are also taken into account. Young talent aged 35 and below who innovate and start businesses in the valley and have verified scores of 75 or above are directly recognized as "excellent young talent" and can receive up to 300,000 yuan ($42,000) in support over the course of three years.

Nearly 600 young backbone talents have been selected over the past two years, with approximately 80 percent holding doctoral degrees and 20 percent holding master's or undergraduate degrees.

"Although I grew up in Wuhan, it wasn't until I lived elsewhere for many years that I suddenly realized how rapidly the biomedical industry in my hometown has developed," said Ma Zhujun, a project manager at Chime Biologics, based in OVC.

"Since 2020, I have interviewed many job applicants who returned to Wuhan from Shanghai or Shenzhen. Seeing them join the company is like looking back at my own past," said Cao Wei, technical director of Hubei Geomatics Technology Group Co. He said that Optics Valley of China offers a multitude of attractive talent policies, and its thoughtful services have provided great convenience to those returning to Wuhan.
