The city of Shanghai in East China has been optimizing its business environment and accelerating the construction of intelligent infrastructure for intellectual property – or IP – public services.

The aim is for it to achieve high-quality development and become a first-class international city for IP public services.

After this year's Spring Festival, Shanghai released the latest action plan for optimizing its business environment, proposing 27 major tasks and 195 measures. IP protection, utilization and services were also highlighted in the plan.

Shanghai's municipal-level IP public service outlets and windows have also been improving. In fact, the Shanghai business acceptance window for the China National Intellectual Property Administration has introduced one-stop handling of more than 50 types of IP affairs in six categories.

As a result, the convenience and accessibility of IP public services have been greatly enhanced. Last year, the city's main IP public service institutions and outlets served more than 34,000 small and medium-sized enterprises, as well as conducted more than 260 online and on-site training sessions involving more than 30,000 participants.

In addition to government agencies, more industry associations, universities, research institutes and library information institutions have participated in support works for IP public services. At present, the Shanghai Intellectual Property Administration has identified 14 municipal-level bases for IP training.

The administration is also guiding major IP public service institutions and outlets to build specialized databases for IP with Shanghai's industrial characteristics. The metropolis currently has 10 patent databases for key industries.
