The Guangling Public Cultural Center in Yangzhou, East China's Jiangsu province was opened to the public on Jan 18.
The cultural center, which serves as a branch of Yangzhou Library, has 25 functional areas for reading and the promotion of popular science.
Readers can borrow and return books at either of the two libraries.
Some of the functional areas are used for holding training courses for music, painting and calligraphy, as well as intangible cultural heritage items.
Residents can attend the courses, which will start on March 1 and run until the end of June, for free.
