Building Chengdu-Chongqing economic circle needs a rule-of-law business environment | NPC Deputy

Chongqing - Chen Youkun, deputy to the National People's Congress (NPC) and director of Dentons' Chongqing office, organized an exchange meeting for private enterprises.

Entrepreneurs mainly come from artificial intelligence, big data, manufacturing, architectural design, new energy, and health. Chen listened and wrote down their expectations and suggestions, ready to bring their voices to the upcoming Two Sessions in March.

Lawyers are entrusted by their clients to safeguard their legal rights and interests, ensure the correct implementation of laws, and ultimately maintain social justice. While doing his job, Chen was also interested in improving the business environment.

In 2019, Chen took five lawyers in the firm to participate in the World Bank's survey on Chongqing's business environment. His team put forward suggestions from the aspects of the legal environment and government supervision, such as suggesting courts improve the efficiency of case trials, open up channels for enterprises to exit the market orderly, and shorten the time for government approval.

The authority adopted some suggestions and promoted the city to establish a bankruptcy court and implement "Yukuaiban," Chongqing's online government service platform to provide public service and life guidance to all foreigners and citizens living in Chongqing.

Chen made an effort to research the private economy in Chongqing. He said the private economy is a barometer of the local economy and is prone to various barriers.

In recent years, Chen's law firm has participated in the capital securities market, assisting platforms and companies in raising tens of billions of yuan every year, bailing out companies in difficulty, and helping many go public.

"To make more breakthroughs in the construction of the Chengdu-Chongqing economic circle, we need a good business environment," said Chen, "such as legal boundaries, investment and construction subjects, and distribution of benefits in land use. It all needs to be further clarified."

Currently, Chen is researching solutions for building a market-oriented, rule-of-law, internationalized business environment in the Chengdu-Chongqing economic circle. He will come up with related motions to Beijing in early March.
