Xi'an – capital of Northwest China's Shaanxi province – has advanced the digital transformation of its government affair services since the start of the year, in order to optimize the business environment and make things much more convenient for people to handle their affairs.
Through the construction of the Xi'an data sharing and exchange platform, the government data sharing portal has been launched. This provides all the municipal government departments with integrated services for data resource queries, applications, reviews, authorizations, sharing, applications and supervision and evaluations.
So far, government service items at the four levels of the city, districts and counties, towns and villages have all been incorporated into the integrated government service platform for handling matters, and now 95.93 percent of the city's government service affairs can be handled online.
Xi'an has continuously upgraded the one-stop platform for starting a business and realized the online completion of the entire process, significantly improving market access.
In addition, the city has reduced the project approval time from 388 days before the reform to an average of 48 days now and shortened the whole-process approval time for government investment and social investment projects to 60 and 35 working days, respectively.
Furthermore, Xi'an has fully implemented the electronification of the bidding process of the city's government procurements, while property equity transactions and land transactions can be handled online.
Meanwhile, an online intermediary service platform has been established to provide 38 types of intermediary services – such as technical reviews, demonstrations and identifications, evaluations, inspections and testing, certification and consultations.
