Huangshan city in Anhui province is prioritizing its modern services sector, supported by its strong established industries, with modern agriculture as the foundation. It is pursuing continuing transformational development, open-minded development, green development and harmonious development – so as to realize comprehensive, coordinated and sustainable development.
- Industry
Priority is given to green food processing, electronics information and the cultural industries. The two leading industries of equipment manufacturing and eco-friendly product packaging are being speeded up. The two traditional industries of fine chemicals engineering and textiles and garments are being upgraded and the new strategic industries of biochemicals and new materials will be supported and developed.
- Services Industry
The modern services industry – featuring the overall development of tourism, culture and the environment – is being further promoted with the implementation of the Wannan International Cultural Tourism Demonstration Project. Tourism service functions will be further improved to create and optimize the consumption structure. A focus will be on the merging of key cultural enterprises. In particular, these are those that operate in the manufacturing of local cultural products, such as Huizhou-style carvings, China's Four Treasures of Study – brushes, paper, ink sticks and ink stones – the Wan'an compass and Huizhou lacquer ware. Support is also given to the film industries and new sectors like software design, animations and training services, which are also being encouraged.

Huangshan city's agriculture focuses on its tea industry, bamboo and wood industry – as well as camellia oil processing, husbandry, fruit and vegetable farming, traditional Chinese herb cultivation and the silk industry.
