China will further promote coordination between 12345 – the government service hotline – and 110 – the emergency number for the police, to redirect non-police service seekers so police emergencies can be handled quickly and effectively and the efficacy of coordinated services can be improved, according to a circular released by the State Council on May 16.
According to the document, a coordinated mechanism with high efficiency between the two hotlines will be established in all areas by the end of 2022, in which 12345 facilitates collaboration of various departments, handles non-emergencies concerning government administration and services, and 110 cracks down on crimes in accordance with the law, responds to police calls and better upholds social safety and order.
By the end of 2023, the 12345 and 110 hotline platforms will achieve full connectivity, with mutual access to related data resources.
Responsibilities should be clarified, the circular said, so incoming calls can be redirected to corresponding hotlines. The two hotlines should strengthen coordination on a routine basis and in case of emergencies. Consultation is needed when disputes exist concerning boundaries of responsibilities. System support and data sharing and applications will also be improved.
To better implement this, organization and leadership should be enhanced, financial support and personnel training guaranteed, and extensive publicity and guidance urged, the circular added.
