A far-reaching development plan for Guian's software industry development in 2022-25 was released on March 2 by the city of Guiyang and Guian New Area – both located in Southwest China's Guizhou province.

Under the plan, Guiyang and Guian's software business revenue is expected to hit 50 billion yuan ($7.91 billion) by 2022, 65 billion yuan by 2023, 85 billion yuan by 2024 and a whopping 100 billion yuan by 2025.

Moreover, the number of software companies in Guiyang and Guian is expected to reach 5,500 by 2022, 6,200 by 2023, 7,000 by 2024 and swell to 8,000 by 2025.

Guiyang and Guian are said to be focusing on the cloud service sector, innovation of information technology or IT application and data resource circulation – while developing basic software, industrial software, embedded software, application software and software for emerging platforms.

Relying on their data center demonstration base, super-large data centers and the advantages of energy-saving, Guiyang and Guian reportedly aim to strengthen the data center industrial supply chain and place cloud services as a top development priority.

Between them, Guiyang and Guian will explore new models of cloud computing services, construct infrastructure for cloud services, meet the needs of government departments and non-internet companies – and provide stable, safe and sustainable cloud services. Under the plan, by 2025, Guiyang and Guian's annual cloud services output value is expected to reach 70 billion yuan.

In terms of innovating IT applications, the two are expected to forge breakthroughs in basic software, information security products and security consulting and focus on R&D of core basic software such as operating systems, databases and middleware. As a result, the output value of IT application innovation is expected to exceed 8 billion yuan by 2025.

In the final analysis, Guiyang and Guian will also establish and improve their data resource governance system, as well as take the development and utilization of public data resources as a golden opportunity to explore and build a market-oriented operation system. This is expected to take the output value of the data resources circulation industry to over 10 billion yuan per annum by 2025.
