Guizhou province beefs up its big data sector

Southwest China's Guizhou province remains committed to vigorously developing itself as a national big data comprehensive pilot area.

In recent years, it has promoted the development of big data industrial clusters, data sharing and opening, as well as big data innovation and applications. It has also moved to expand big data resource circulation and trading, integration and utilization of data centers, international big data cooperation and big data systems innovation.

From 2016 to 2020, Guizhou's software and information technology service income, electronic information manufacturing output and telecommunications business revenue, respectively achieved average annual increases of 19.3 percent, 19.6 percent and 6.8 percent.

During that period, Guizhou helped out 8,485 resident companies to integrate their big data and industrial development. It also assisted 23,128 companies to use cloud platforms and cultivated 27 provincial big data innovation and entrepreneurship platforms.

Guizhou is widely credited with being one of the first provinces in China to connect government affairs service systems at the provincial, municipal and county levels. Its provincial government data sharing platform has collected 16,700 pieces of data from 88 provincial government departments and nine cities and prefectures.

In the wake of Guizhou achieving success in innovating its big data applications, 10 local big data projects have won national digital governance prizes – and all its government affairs services at the provincial, municipal and county levels are now available online.

Moreover, Guizhou has explored and set up eight rules and 10 standards for data resource trading – and established a provincial data circulation and trading platform, providing more than 150 data products and services.

With the integration and utilization of data centers, it is currently home to 25 large-scale data centers under operation or construction, as well as eight data centers listed as national green data centers. To top it off, Guizhou has become one of China's eight national computing network hubs.

Guizhou has also promoted international big data commercial ventures. The Big Data Expo, which has been held in Guiyang for seven years, is an international platform that is widely known to offer plenty of business opportunities.

Guiyang city and the nearby Guian New Area now provide information collection, data storage, technology R&D and language transformation services for countries involved in the Belt and Road Initiative.

Guizhou is also the first province in China to release regional big data regulations, big data security regulations and government data sharing and opening regulations. Currently, the number of big data-related laws and regulations there is said to rank it first in China. The province has also participated in the establishment of 237 international, national and regional big data standards.

Moving forwards, plans are that in 2022, Guizhou will continue to improve its digital governance levels, accelerate the construction of digital infrastructure and promote commercial cooperation in the big data area.

Furthermore, it will seek to become a leading player in big data system innovation, a pilot area for big data development, a demonstration area for big data integration and applications – and a hub for the national computing network.
