Guangzhou's Huangpu district has become the first national economic development zone to release dedicated polices aimed at realizing carbon neutrality.
Carbon neutrality refers to a state in which the net amount of carbon dioxide or other carbon compounds emitted into the atmosphere is balanced by actions to reduce or offset these emissions.
Local key energy-consumption units under national, provincial, municipal or district supervision, whose annual energy consumption decreases by over 200 tons of standard coal from 2020 to 2025 without comprising on their annual output value, will receive a maximum subsidy of 10 million yuan ($1.57 million). Those whose annual energy consumption drops by more than 10 percent from 2020 to 2025 while their annual output value increases by over 25 percent are also eligible for the subsidy.
National green manufacturing demonstration factories, industrial parks, and supply chain management enterprises will receive a one-off reward of 1 million yuan. National green manufacturing demonstration products will each receive a one-time subsidy of 100,000 yuan and their enterprises will each receive a maximum reward of 500,000 yuan.
In addition, enterprises and organizations are encouraged to host international or national summits, forums and competitions related to the green industry. Thirty percent of the expenditure can be subsidized, to a total of 1 million yuan. New energy associations will receive an activity subsidy ranging from 10,000 to 300,000 yuan, based on an assessment of their performance.
In addition, there are also subsidies for water-saving residential communities and the participation of enterprises in carbon neutrality, among others.
