Shanghai's Pudong New Area has ramped up efforts to create a healthier ecosystem for talent and become a world-class hub for talent and innovation so as to accomplish the mission assigned by the central government to turn the area into a pioneering force in the socialist modernization of China.
Supported by the central and local government, Pudong is focused on building a talent system with global competitiveness, and will roll out pilot policies to introduce high-level talent. Industrial parks and incubators will be given the authority to apply for work permits for foreign talent who are preparing to set up enterprises. Fresh foreign graduates from domestic and foreign universities will be allowed to apply for work permits. Overseas professionals in areas such as big data, artificial intelligence, finance, and manufacturing will be offered supportive policies.
Pudong will also open new green channels to foreign high-level talent, and help them obtain a permanent residence identity card as quickly as possible.
High-level platforms such as the World Laureates Forum and the World Artificial Intelligence Conference have provided great opportunities for global talent to carry out in-depth communication with Pudong. Construction of offshore innovation and entrepreneurship bases and overseas student pioneer parks have also been promoted.
A number of mega science projects such as the Shanghai Synchrotron Radiation Facility, and the Shanghai Institute for the Advanced Study of Zhejiang University will offer the most cutting-edge technologies and top technical support for talent to carry out scientific research activities. The Yangtze River Delta Capital Market Service Base will lend its full support to help start-ups get listed on the Shanghai Stock Exchange's Science and Technology Innovation Board. Twenty Group Open Innovation enterprises in Pudong will also provide full support for talent innovation and entrepreneurship.
A complete public service system for talent will be set up, and efforts will be made to provide full-life-cycle services to meet the diverse needs of talent.
