Xi'an 5th best Chinese city for foreign talents

The Ministry of Science and Technology released the list of the top 10 most attractive Chinese cities for foreign talents at the 2021 Euro-Asia Economic Forum, which kicked off on Oct 18 in Xi'an, capital of Northwest China's Shaanxi province.

Xi'an ranked fifth on the list, with the other nine cities being Beijing, Shanghai, Hangzhou, Guangzhou, Chengdu, Ningbo, Suzhou, Shenzhen, and Qingdao.

It is country's only list that is based entirely on responses from foreign talents. It takes into account work convenience, life convenience, social environment and urban mutual evaluation.

In recent years, Xi'an has been making efforts to develop into a city of key and core technology, and attract and nurture more world-class innovative talents.

The city has launched a number of talent policies related to entrepreneurial finance, children's education, housing security, medicine and health, and individual tax incentives to serve scientific and educational talent resources.

Xi'an is currently home to 3.44 million talents, 1.07 million professional and technical personnel, 226 experts enjoying special allowances from the State Council, 60 academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering, and 1,325 provincial-level experts.

The city has established Xi'an Overseas Talent Workstations and Overseas Talent Offshore Innovation and Entrepreneurship Bases in more than 10 countries, including the United Kingdom, France, Germany, Russia, Singapore, and Israel.

There are currently about 10,000 foreign talents working and living in Xi'an, among which 10 have won the Chinese Government Friendship Award, 15 have won the Shaanxi Sanqin Friendship Award and Shaanxi Province Outstanding Foreign Expert Award, and 50 have won the Xi'an Friendship Award and Xi'an Outstanding Foreign Expert Award.

Moving forward, Xi'an will continue to implement more active, open, and effective talent policies and further optimize its foreign talent management service mechanism to attract more talents.
