Guiyang city and Guian New Area in Southwest China's Guizhou province recently issued 20 measures for boosting their rural modernization, agricultural industrial transformation and upgrading, as well as bolstering the efficiency of their agrarian sectors.
The measures will focus on improvements to the quality of agricultural developments, including support for grain production, green and large-scale agricultural production, animal husbandry and the development of fisheries.
They will also focus on forestry derived economic development, the construction of agricultural production facilities, the R&D of agricultural machinery for mountain areas and innovation in agricultural technology.
To cultivate their agricultural businesses, the two will offer financial support for newly introduced national and provincial agricultural giants, Guiyang and Guian-based enterprises that are newly recognized as national giants, as well as national demonstration farmer professional cooperatives and national demonstration home farms.
It is understood that Guiyang and Guian will extend their agricultural industry supply chains and value. They will do so by supporting agricultural product processing, developing specified areas and expanding leisure agriculture in rural areas. They will augment agricultural product brand building, rural e-commerce development and establish markets in agricultural-producing areas.
The two reportedly will also support new commercial activities in rural areas – providing rural industrial land, financial support and support insurance for agriculture.
Under the plan, Guiyang and Guian will set out 16 major tasks this year, involving planning for rural revitalization, constructing standard farmlands for high-altitude areas, enhancing environmental protection, among other moves.
Guiyang and Guian will also establish rural revitalization organizations, designed to integrate resources.
They will establish a rural revitalization demonstration area, 35 pilot areas at municipal and provincial levels, as well as 20 "three-sense" villages – referring to villages that provide residents with a sense of gain, happiness and security.
