A three-year action plan to establish the city's four brands - services, manufacturing, shopping and culture - was released on the municipal government's official website on Friday.
The first action plan to promote the four brands, which cover the city's economy, life, urban management, and administrative service, was carried out between 2018 and 2020, and had laid a solid foundation for this second round, according to Qiu Wenjin, deputy director of the Shanghai Development and Reform Commission.
Shanghai is looking to enhance its key service capabilities to contribute to the economy's high quality development and improve its quality of life in the coming three years.
The objective of the three-year action plan is for the city to become the birthplace for world class emerging industries, a high-end manufacturing growth engine that is integrated with the Yangtze River Delta, as well as a manufacturing hub with global influence.
In the meantime, Shanghai is set to become an international destination for shopping and consumption. It will do so by raising the contribution of consumption, innovating consumption models, attracting more brands and fashion, and improving consumer satisfaction.
The plan also outlined targets for culture development, with the aim of building Shanghai into a cosmopolitan full of cultural attractions.
