China's General Administration of Customs (GAC) introduced a series of measures on July 22 to help Pudong New Area in East China's Shanghai promote high-level reform and opening-up, as well as build Pudong into a leading area in socialist modernization.

To power innovation-driven development in Pudong, the GAC will accelerate its examination and approval process for imported raw materials for the production of integrated circuits, improve its supervision of imported products that are used for research and development in biomedicine, as well as help establish a white list of biomedical companies and items used in their research.

It will also explore a customized supervision solution to accommodate the operating model of Shanghai Aircraft Manufacturing Co and meet the development needs of the aircraft industry.

GAC will continue its efforts towards improving the business environment for cross-border trade. It plans to consolidate reform achievements by making or revising relevant laws and regulations, make full use of information technology to deal with examination and approval matters online, as well as strengthen intellectual property protection.

According to Jin Hai, director of GAC's department of general operation, efforts will be made to support the application of policies that are implemented in Yangshan Special Comprehensive Bonded Area in other special customs supervision areas, set up consumption services facilities that support production and operation activities, as well as optimize electronic account books management.

In addition, GAC will actively promote the integration of logistics systems at ports in Yangtze River Delta region, as well as foster cooperation among different customs offices in information sharing and making rules.
