In five months, Beijing solved 50,000 difficulties in applying for real estate certificates, completed renovations on 298 old and obsolete communities, increased affordable kindergartens positions by 4,950, and solved 1,782 internet consumption disputes in 17 national-level internet platform enterprises.
These are the effects brought by Beijing's "reacting instantly upon receiving" and "one topic, one month" special campaign. On June 9 and 10, Beijing inspected the effects of implementing these campaigns at the bureau of humans resources and social security of fengtai district and baizhifang street of xicheng district, witnessing the hardworking of grassroots-level workers, identifying common issues to actively solve problems before complaints, and helping settle people's urgent, difficult and most-worrying problems.
Beijing coordinates to tackle frequent difficulties
At the beginning of 2021, "one month, one topic" was launched to address people’s livelihood issues. Beijing began carrying out the "one month, one topic" campaign after investigating people's livelihoods and unearthing 27 issues of public concern of 12 kinds through big data analysis on public complaints.
All the 27 issues were deployed and solved at the same time. The Beijing government set up a special team to address concrete problems and held thematic conferences every month to conduct research, propose reform measures and advance the resolution of the matters.
Arrears of wages were one of the 27 concrete problems and the first topic to be tackled in Xicheng district. As a matter of fact, in November 2020, Xicheng district’s government formed a special task force to meet every Monday to solve this issue.
People's complaints were brought to the meetings. Xicheng district coordinated with the companies’ industry management departments to settle the cases and $137,683 in unpaid salaries were paid to 31 employees within one month.
Reform, management and governance to resolve difficulties
"One topic, one month" is an important way to actively solve problems before complaints arise. The government mulls solving normal issues through stipulating policies and measures. The goal is to tackle difficult issues through research and reform to categorize single problems into a class of problems.
The Beijing Municipal Commission of Planning has processed property owner certificates for 50,000 residents since the beginning of 2021. In order to resolve the difficulties in applying for property owner certificates, Beijing Municipal Commission of Planning and Natural Resources formulated policies and reform guidance according to the principle of "respecting history, priority to legal purchases, and law breakers must be prosecuted."
It also divided the duty of real estate developers and constructors from that of homebuyers, and prioritized the processing of certificates of real estate for legitimate homebuyers with no faults. For developers participating in illegal conducts, authorities took measures to punish them together with other departments to avoid new problems.
