Guangzhou's Huangpu district announced 10 supportive measures at a press conference on June 22 to help establish the China-Singapore Guangzhou Knowledge City as a free international talent harbor.
The district will subsidize 30 percent, or up to 10 million yuan ($1.54 million), of total expenditures for projects that make breakthroughs in key areas of science and technology issues.
Academicians who set up their only domestic workstation in Huangpu for high-end scientific research and achievement transformation will receive a maximum subsidy of 100 million yuan, the largest such subsidy in the country.
Local enterprises are also encouraged to establish workstations to bring in high-end talent. Such enterprises will be granted a reward of up to 300,000 yuan for every talent included in major talent plans.
Core team members of enterprises set up by high-level talent and of major scientific and technological innovation platforms whose annual salary is between 500,000 yuan and 1 million yuan will receive a subsidy of 50,000 yuan, while those with a salary of more than 1 million yuan will receive 100,000 yuan.
Talented individuals that receive advanced or sub-senior qualification certificates in specialized fields or technology-related fields will be granted 4,000 yuan, while those who receive senior qualification certificates will be rewarded 8,000 yuan.
In addition, Huangpu will provide comprehensive services in housing, children's education, and parental care to local talent.
