Joerg Wuttke, the president of the European Union Chamber of Commerce in China, made suggestions on Shenyang's revitalization during his visit to the city on April 13.
Wuttke suggested that Shenyang should pay more attention to environmental protection while transforming and developing the city and regard the environmental resource index as an important factor for attracting foreign investment.
More efforts should be made to improve the green development of industrial sectors, develop clean energy and provide good environmental conditions for foreign-funded enterprises to come to Shenyang.
Meanwhile, Wuttke proposed that Shenyang's government should encourage foreign investors to feel a sense of participation in Shenyang's development.
He suggested that the government could continue to listen to the "voices" of foreign-funded enterprises by establishing a normalized communication mechanism and platform to help foreign investors effectively solve problems. He added that local authorities should invite foreign-funded enterprises to share the fruits of Shenyang's economic development.
Since last year, according to Wuttke, many foreign-funded enterprises have reported that Shenyang's government officials have often taken the initiative to visit them to help solve problems, ensuring that these companies were not adversely impacted by the pandemic.
Moreover, Wuttke advised that Shenyang should improve the human resources environment to attract the settlement of more talented professionals.
Shenyang is a manufacturing capital with a profound history and has many advantages in developing the software and intelligent manufacturing industries. Thus, the city has a huge demand for high-end talents.
It is of great importance for Shenyang to improve the household registration policy for talents and provide convenient and diversified visa services for foreigners who are willing to work in the city.
