Wuxi in East China's Jiangsu province issued a new working plan on March 31 to further improve the city's business environment and better serve market entities.

It features 80 key reform tasks including more streamlined and efficient approval procedures for construction projects and their financing, easier approval processes and conditions for enterprises generally, stronger protections for investors, including intellectual property protections, and an optimized business environment for foreign trade and investment.

It also highlights improved services for businesses and a long-term mechanism for the improvement of the business environment.

In addition, issues related to startups will be completed within two working days, with six procedures to be reduced down to just two, both of which can be handled online.

The government will also reduce approval time for general industrial enterprise plant projects to less than 30 working days, which could take up to 80 days previously.

Fifteen measures will be taken to guarantee land-use, employment and talent services and improve credit and industrial services for enterprises.

The city will also deepen cooperation with cities in the Yangtze River Delta region to help enterprises deal with issues related to government services without having to return to their jurisdictions.

In addition, the use of electronic seals will be expanded to government affairs and public service systems.

The plan also urges relevant government departments to improve the protection system for intellectual property rights.

Meanwhile, it stresses the further removal of operational and investment barriers to foreign-invested and foreign-trade firms.
