Ⅰ. Types of Chinese University Programs
1. The University Postgraduate Program
To promote the mutual understanding, cooperation and exchanges in various fields between China and other countries, the Ministry of Education of the PRC has set up this scholarship program to sponsor outstanding international students to pursue graduate studies in China.
2. The “Silk Road” Program
To deepen education cooperation with countries involved in the Belt and Road Initiative, the Ministry of Education of the PRC has set up this scholarship program to recruit outstanding students from countries participating in the BRI to pursue graduate studies in China.
3. China-Africa Friendship Program
To deepen education cooperation with African countries and to further boost cultural exchanges and people-to-people bonds, the Ministry of Education of the PRC has set up this scholarship program to recruit outstanding students from African countries to pursue studies at designated high-level universities in China.
Ⅱ. Application Period
January 25, 2021 - April 11, 2021 (UTC/GMT +08:00)
Ⅲ. Eligibility
1. Applicants must be non-Chinese citizens with a valid passport in accordance with the Nationality Law of The People’s Republic of China, and meet the requirements set by the Document No. 12 (2020) of the Ministry of Education of the PRC and other relevant regulations. They must also be in good health and get good grades.
2. Applicants must abide by the laws and regulations of the Chinese government and local government as well as the regulations of SWUFE.
3. Applicants’ education background should meet one of the conditions below:
(1) High school students (applying for bachelor’s degree programs), undergraduates (applying for master’s degree programs) or postgraduates (applying for doctoral degree programs) who will graduate in the current year must obtain a nationally recognized corresponding diploma before enrolling for admission, otherwise the admission qualification will be invalid.
(2) Applicants have a nationally recognized high school diploma (applying for bachelor’s degree programs), bachelor’s degree (applying for master’s degree programs) or master’s degree (applying for doctoral degree programs).
4. Age limit
(1) Applying for a bachelor’s degree program: 18-25 years old
(2) Applying for a master’s degree program: 18-35 years old
(3) Applying for a doctoral degree program: 18-40 years old
Applicants should meet the age limit by September 1, 2021.
5. Language proficiency requirements
(1) Chinese-taught programs
A. Applicants who have passed HSK Level 4 (applying for bachelor’s degree programs) or HSK Level 5 (applying for master’s or doctoral degree programs) with test results above 60 points.
B. Applicants who have passed HSK Level 3 (applying for bachelor’s degree programs) or HSK Level 4 (applying for master’s or doctoral degree programs) with test results above 60 points can apply for degree programs with one-year of Chinese-language preparatory study. Before the end of the preparatory study, students shall pass HSK Level 4 (applying for bachelor’s degree programs) or HSK Level 5 (applying for master’s or doctoral degree programs) with test results above 60 points. Failure to meet the language requirements will result in an applicant’s scholarship being paused or terminated.
(2) English-taught programs
A. Applicants whose native language is English, or can provide proof of studying for two years or more in a degree program taught exclusively in English, do not need to provide a language certificate.
B. Applicants whose native language is not English are required to provide a score report from an English-language test (IELTS 6.5 or TOEFL 95 and above).
6. Applicants are not offered any other scholarships for their program or area of study at SWUFE.
7. Applicants shall apply for a scholarship at SWUFE directly and independently.

Ⅴ. Duration of Scholarship
The specific duration will be stated in the Admission Notice.
Ⅵ. Scholarship Coverage
(1) Tuition;

Ⅶ. Application Procedures
All applicants should apply online, confirm the application information, and pay the application fee.
1. Apply online
(1) Submit an online application to the Chinese Government Scholarship System
Visit https://studyinchina.csc.edu.cn/#/register, fill in the application information, upload all the required documents and submit the application online (SWUFE’s Agency Number is 10651).
(2) Submit an online application to the SWUFE International Students Service System
Visit https://admission.swufe.edu.cn or https://swufe.17gz.org, fill in the application form, upload relevant documents as required, pay the application fee online and submit the application.
(3) Applicants shall guarantee the application information and documents are correct, valid and authentic. Any invalid or inauthentic documents/information will disqualify the application.
2. Application Fee
(1) The application fee is 600 RMB. You may pay via Union Pay bank card or pay online. Please follow the instructions on the SWUFE International Students Service System for online payment. SWUFE does not accept traveler’s check or other payment methods.
(2) Applications submitted without the application fee will not be processed.
(3) The application fee is not refunded under any circumstance.
Ⅷ. Supporting Documents
1. Uploaded Documents
Applicants should submit their online application before the deadline and upload documents as required:
(1) Passport photo taken within 6 months;
(2) Notarized highest educational degree or diploma certificate;
If the applicant has not obtained their degree yet, then they should provide an original official letter that states they will obtain their degree before August 31, 2021. This letter should be issued by the student’s current school.
(3) Complete transcript of highest educational level;
(4) Recommendation letters;
Applicants for master’s and doctoral programs shall submit two recommendation letters signed by associate professors or professors (or people with relevant academic titles) in related academic fields.
(5) A Study Plan or Research Proposal;
A minimum of 200 words for bachelor’s program applicants, 800 words for master’s and doctoral program applicants.
(6) Valid language certificate;
(7) First page of the applicant’s personal passport;
Applicant shall submit a clear scanned copy of their personal passport, which must be valid beyond March 1, 2022. If the validity of the applicant’s current passport does not meet this requirement, they must apply for a new passport before submitting their application. For applicants who cannot apply for a new passport before submitting their application due to objective reasons, with the permission of SWUFE, they may submit a scanned copy of identity certificates or official documents containing the applicants’ “English name, gender, nationality, date of birth” and other information.
(8) Physical Examination Record for Foreigner (Attachment 2).
The physical examination must cover all the items listed on the Foreigner Physical Examination Form. Incomplete forms or forms without the signature of the attending physician, or the official stamp of the hospital, or a sealed photograph of the applicant are considered as invalid. Please carefully plan your physical examination schedule as the result is valid for only six months.
(9) Non-Criminal Record
Applicants shall submit a valid Non-Criminal Record certificate issued by their local public security authority, usually issued within six months prior to the submission date of the application. If applicants are unable to attain the record from their local public security authority, then they shall sign a Commitment Letter of Non-Criminal Record (Attachment 3) and upload it to the application system instead of a Non-Criminal Record.
2. Important notes
(1) All documents should be presented in English or Chinese. If not, a notarized translated version in English or Chinese is mandatory. Documents without translation in English or Chinese are not valid.

Ⅸ. Selection and Admission
1. SWUFE reviews applicants’ comprehensive qualities and abilities via the “Application-Evaluation System” to recruit CSC Scholarship students.
2. Admission procedures
Initial Review (CIE Admission Office)→Online Exam→Academic Review (Committee of Schools)→Online Interview→General Review (Committee of SWUFE) →Initial Admittance/Waiting List/Rejected→Final Review (CSC)→Formal Admittance
3. Each scholarship recipient, even when admitted by multiple universities, will be granted no more than one scholarship. Once an applicant’s application to one university is approved by CSC, the applicant’s other CSC scholarship applications to other universities will not be approved.
4. Scholarship recipients shall not change their host university, field of study, or duration of study stipulated on the Admission Letter.
5. Scholarship recipients should register on time. Those who are unable to register on time for some reasons must submit a written request for leave to the College of International Education, SWUFE in advance and get the approval from CSC. The scholarship will not be reserved if the scholarship recipient cannot register on time without approval.
6. If the contents of this Application Notice are inconsistent with the documents of relevant national departments, the Ministry of Education and CSC, the latter shall prevail.
Ⅺ. Regulations
1. Applicants who violate any rule or cheat during the application process shall be held accountable according to the Document No. 33 of the Ministry of Education of the PRC. For those who falsify documents or qualifications, whenever verified, their qualifications for examination or admission – or their student status – will be abolished immediately according to the relevant regulations.
2. Awarded students must participate in the annual reassessment process based on the requirements of CSC and SWUFE. Students will continue to receive the scholarship after they pass the annual reassessment. If not, the scholarship will be paused or terminated.
