English-taught master’s program in crisis and public management at Nanjing University

I. Introduction
The program aims to provide students with both theory and practical experience in crisis and public management. The curriculum emphasizes enhancing students’ understanding of the crisis and public management practice in China, including institutional frameworks, regimes and policies. On completion of all the required subjects, the graduates will be equipped with professional knowledge, research skills and interdisciplinary competence in responding to challenges and risks in today’s global environment. After completing all the course work and succeeding in thesis defense, students will receive a Master’s Degree in Public Administration.

The School of Governance, NJU, on which the program relies, is one of the top institutes for public administration and governance. Its crisis-management discipline is in a leading position nationwide and enjoys a good academic standing internationally. It has a faculty of 55 full-time teachers, including many renowned scholars and leading figures. It has four undergraduate programs and seven master’s and doctoral programs, with a mature, comprehensive and internationalized educational system.

II. Objectives of the Program
The program meets the actual needs of governments and NGOs in the context of global societal risks. It provides academic training and practice in crisis and public administration and cultivates high-level, multi-disciplinary and multi-talented individuals with an international vision and specialized knowledge and operating skills.

III. Requirements
1. Admission
(1) Applicants should be non-Chinese citizens in good health.
(2) Applicants should have a bachelor’s degree or above.
(3) Applicants whose native language is not English should submit TOEFL or IELTS scores (minimum requirement: TOEFL 85; IELTS 6.0).
(4) Applicants should be willing to learn Chinese and reach Level 3 of the Chinese Language Proficiency Scales For Speakers of Other Languages (Elementary Chinese) before graduation.

3. Study Duration: The program, beginning in the fall semester, takes 2 years of full-time study, including classroom instruction, lecture series, a practicum and thesis writing.

2. Faculty Profiles
Louise Comfort is a distinguished professor and global vision lecturer at NJU. She is a professor of public and international affairs and director of the Center for Disaster Management, University of Pittsburgh. She holds a BA in political science and philosophy, Macalester College, an MA in political science, University of California, Berkeley, and a Ph.D. in political science, Yale University. She is a fellow of the National Academy of Public Administration. Her field of research focuses on decision making under uncertain conditions and providing administrators with information technology applications and decision support systems under emergency circumstances.

Tong Xing is a professor and doctoral supervisor at the School of Governance, NJU. He is the director of the Center for Societal Risk and Public Crisis Management Studies, NJU, and the director of Jiangsu Social Risk Research Base. He is also a winner of the special government allowance awarded by the State Council.

Zhang Haibo received a Ph.D. in management from NJU. He is a professor, doctoral supervisor and a vice dean of the School of Governance, NJU. He is the executive director of the Center for Societal Risk and Public Crisis Management Studies, NJU; the executive director of Jiangsu Social Risk Management Research Base; the editor-in-chief of the Journal of Risk, Disaster & Crisis Research; and an editorial board member of China Emergency Management. He is involved in talent-support projects such as the Changjiang Scholar of the Ministry of Education, and is a Distinguished Professor of Jiangsu Province.

Wei Shu received a Ph.D. in law from NJU. She is a professor and doctoral supervisor at the Department of Administration and Supervision, NJU. Her field of research focuses on government personnel management, public policy and local governance.

Farland Chang holds a BA from Cornell University and an MA from Columbia University. He has more than 30 years of experience working in the field of journalism, including as an NBC correspondent and the news anchor for Business, CNN International. He is also an Emmy Award winner.

Wang Shaoguang, Schwarzman Scholars professor, Tsinghua University; professor emeritus, Chinese University of Hong Kong.
