Xi'an eager for talents to promote further development

The Xi'an Talent Summit Forum 2020 was held on Tuesday in Xi’an, capital of Shaanxi province, Northwest China, in order to promote further local economic and social development.

Based on the idea that "talents contribute to urban innovation and development", the forum was sponsored by the organization department of Xi'an municipal Party committee (talent office of the municipal Party committee) and delivered by Xi'an's Beilin district under the guidance of the organization department of Shaanxi provincial Party committee.

Jiang Jianchun, executive deputy director of the organization department and director of the talent office of Xi'an municipal Party committee, said that "talent is the first resource and innovation is the first power". And Xi'an needs further development, which requires all kinds of talents to use their skills.

“We will, as always, respect, value and rely on talents, create the best environment for all kinds of talents to start their own businesses and make contributions, guarantee the provision of high-quality, efficient and convenient comprehensive services, and maximize the innovation of all kinds of talents to create a sense of entrepreneurial vitality,” Jiang said.

At the forum, the Xi'an Municipal Bureau of Human Resources and Social Security announced preferential policies entitled “Measures to Attract and Gather Master and Doctoral Postgraduates to work in Xi'an (trial implementation)” to further attract talents.

In accordance with the policies, the Xi'an Master's and Doctoral Talent Awards have been set up, with 10,000 yuan ($1,529) on offer for doctors, and 5,000 yuan for masters, who obtain employment or start a business in Xi’an.

At the forum, it was also officially announced that 10 newly-built academician workstations will be established in Xi’an.

Liu Qizhi, Party secretary of Beilin District Committee, said that in Beilin District, there are 17 universities, including Xi'an Jiaotong University and Northwestern Polytechnical University, and 131 scientific research institutions, 39 academicians of the Chinese Academy of Sciences, and more than 30,000 scientific research personnel of various types.

“We have provided 43,000 square meters of Xi'an Innovation and Design Center, built five platforms for entrepreneurship incubation, technology transfer services, investment and financing services, product display and trading, and public services, as well as a one-stop innovation and entrepreneurship center," Liu said.

"We have also cooperated with 15 domestic universities and regional innovation federations, such as Peking University and Fudan University, to establish a technology transfer alliance, and introduced eight new research institutes including Xi’an Big Data and Artificial Intelligence. We have explored and established a provincial, urban and rural talent link-up mechanism and a local school joint conference mechanism, which has become the city's chief demonstration base for the transformation of scientific and technological achievements,” Liu said.

Relying on rich scientific and educational talent resources, the GDP of Beilin District reached 101.397 billion yuan in 2019, which historically took the district into the ranks of the 100 billion-level urban areas, the district Party secretary said.
