Hechi strives to stabilize employment post-COVID-19

Since the outbreak of the novel cornavirus (COVID-19) epidemic, Hechi has focused on stabilizing employment as its largest people's livelihood project. To date, more than 1,000 people that were facing employment difficulties have been employed in the city, while 67,700 new rural labor jobs have been created, both exceeding the tasks assigned by Guangxi Zhuang autonomous region.

Hechi has carried out flexible and diverse vocational skills training to effectively promote multi-channel employment. The city has formulated and issued policies on strengthening employment measures and training subsidies, as well as promoted the implementation of training policies like training vouchers in poverty alleviation workshops and enterprises.

Preferential tax policies for entrepreneurship and the employment of key groups like registered impoverished people, registered unemployed, and college graduates have also been highly emphasized. Inter-departmental coordination and training for entrepreneurs in impoverished villages have been strengthened, boosting the income of 16,700 impoverished households.

Hechi has explored and developed 13,200 village-level temporary posts, as well as 17,800 non-fixed village-level public welfare posts, providing 34,200 impoverished rural laborers with local and nearby job opportunities. A total of 1,002 people with employment difficulties were resettled to find employment, while 1,406 people were employed in urban public welfare positions, including 572 disabled people.

The city has promoted the construction of entrepreneurship parks for migrant workers and guided 87 companies to settle in parks in Dahua, Huanjiang, and Du'an, employing 3,348 people. Support policies have been implemented for migrant workers to encourage them to start businesses.

Hechi has also changed the methods to promote labor cooperation between Guangdong and Guangxi. During the COVID-19 epidemic prevention and control period, Hechi actively promoted policies and measures for laborers returning to work, implemented stabilization subsidies, as well as arranged assistance funds to help people return to their positions. The city has also assisted Shenzhen enterprises to recruit workers in Hechi, carrying out online recruitment on a variety of platforms spanning newspapers, radio, TV, WeChat, and SMS.

Since the beginning of this year, the number of registered impoverished migrant workers has exceeded 420,000, with a 100 percent rate of returning to work, which was 30,000 more than that in 2019.
