Hechi expands in-depth reform

Over the past six years, 20 reforms and innovations in Hechi have been praised by high-ranking officials and a number of its reform experiences have been promoted throughout the country. Some of its key reform measures and policies have proved beneficial and brought positive effects.

Hechi has implemented practical reforms in nine key areas, and has embedded these reforms in a comprehensive way.

Major breakthroughs were made following economic system reform. Supply-side structural reforms were increased and the quality of the business environment continued to be optimized and improved. As a result, 95.67 percent of city-level government affairs can now be handled online, and the city's administrative approval items were streamlined from 5,869 to 1,374.

New steps have been taken in terms of economic opening-up and the reform of cooperative systems. The city has strengthened economic and trade cooperation with Hong Kong and Macao, integrated itself into multi-regional cooperation, and promoted reforms in transportation and industrial parks.

Reforms of agricultural and rural systems have also been promoted. The rural financial environment has continued to improve, the growth rate of per capita disposable income of rural residents has ranked first in Guangxi, and the construction of a modern agricultural system has been further accelerated.

There has also been reform of environmental and ecological systems. Major pollutants in rivers were reduced and the rural environment has been improved.

Significant progress has been made in the reform of the democratic legal system. Hechi has creatively developed a model of arranging one judge and one policeman in each village, to ensure rural security.

The reform of the social system is progressing steadily. Reforms have been carried out in areas such as diversified inclusive kindergartens, compulsory education school management, vocational education, teacher team-building, and the classified management of private education.

The reform of the cultural system is further advanced still. Public cultural service systems were improved and structural reforms on the supply side of the cultural tourism industry were accelerated, promoting the development of rural culture and creating a number of cultural brands.

In addition, Party construction at the grass-roots has been improved and the reform of the discipline inspection system for government leaders has achieved initial results.
