Dalian boasted five national-level key labs, four national-level engineering technology research centers, 114 provincial-level key labs and 112 provincial-level engineering technology research centers by the end of 2018. It was also home to 95 city-level key labs and 97 city-level engineering technology research centers. There were 49 technology company incubators and 62 registered maker spaces based in the city.

Business and individuals in Dalian submitted 13,784 patent applications, of which 6,103 were for inventions. The number of applicable patents per 10,000 people was 16.27. A total of 7,768 patents were granted during the year, of which 2,604 were for inventions. The volume of contracted technology transactions was 12.4 billion yuan, an increase of 29 percent year-on-year.

There were 200 test and certification institutions based in Dalian at the end of 2018, which had obtained 4,351 quality management system certifications.

There were seven statutory metrological technical institutions in Dalian, which carried out mandatory tests on 250,700 measuring instruments in 2018.

The city set and revised 11 local standards in 2018.

Dalian was home to 116 famous brands recognized by the Liaoning Provincial Government and 261 famous brands recognized by the municipal government by the end of 2018.

Dalian, home to 30 universities and colleges, had 285,000 students at the end of 2018. A total of 42,000 students were enrolled in seven colleges for continuing education in 2018.

In 2018, a total of 68,000 students enrolled in 79 vocational schools. Meanwhile, the number of students in 75 senior high school totaled 91,000. About 449,000 students were studying in 713 primary and junior high schools at the end of 2018.

In 2018, there were 1,326 kindergartens in the city, providing services to more than 169,000 children.

In 2018, about 98 percent of pre-school children were enrolled in kindergartens. The primary school enrolment rate was 99.8 percent, and the junior high school enrolment rate and senior high school enrolment rate was 99.9 percent and 99 percent, respectively.
