Activities for manufacturing and operating cosmetic products will be subject to more stringent supervision and management, according to a regulation unveiled by the State Council on June 29.
The move aims to ensure the quality and safety of cosmetics, safeguard the health of consumers, and keep the makeup industry on a sound growth trajectory.
The regulation targets cosmetics production and operations in China, specifying applicable supervision and management provisions.
China categorizes cosmetic products into special cosmetics managed within a registration-based system, and ordinary cosmetics covered through recordkeeping, the regulation said.
The new regulation will take effect on Jan 1, 2021 replacing the existing guideline for overseeing cosmetics hygiene.
