Referencing the World Bank's business environment assessment standards, Guangxi's business start-up scores range from 96.75 to 97.06, equal to the 7th place among 190 economies in the World Bank's business environment assessment report, indicating that the ease of doing business in Guangxi has reached an internationally advanced level.
In order to improve the experience and convenience of market entities, the Guangxi Market Supervision Bureau established a special area for enterprises at all levels of government affairs centers to ensure one-stop service for starting a business. An online service zone for enterprises has also been set up, integrating business systems of public security, taxation, human resources, housing, and commercial banks to handle the whole procedure through the internet.
All matters are suggested to be handled by only one registrant. Independent declaration of enterprises and electronic registration has also been promoted. A mobile phone app was developed for license application to enhance the convenience of enterprise registration. The electronic registration rate increased from 3 percent to 70 percent last year.
The amount of processing materials has been reduced by 80 percent, while governments of the 14 cities in Guangxi have introduced measures to reduce and exempt seal engraving costs.
As of the end of December, 2019, all procedures of the enterprise start-up process in Guangxi can be completed in one day. Compared with the results of the State Council's inspection in 2018, the number of enterprise start up links was reduced from 6.3 to three, the amount of submission materials was reduced from 25 to five, and the processing time was compressed from 9.7 days to one day. The average time for starting an enterprise is four hours and the fastest time is 40 minutes.
