Hechi committed to optimizing business environment

In recent years, the management committee of Hechi industrial parks has comprehensively optimized their business environment by taking measures like reducing fees and taxes, cultivating the entire industrial chain, promoting the integration of production, education, and research, as well as strengthening the private economy.

In 2019, the output value of Hechi industrial parks was 900 million yuan ($127.27 million), of which the private economy accounted for 96 percent. From January to April 2020, the output value was 370 million yuan, among which private economy accounted for 90 percent, a year-on-year increase of 33 percent. The annual output value for 2020 is expected to reach 4 billion yuan.

The 13 project approval items in industrial parks have been optimized, which has achieved one-stop processing to accelerate the construction of the projects. More prospective and large projects of private enterprises have been introduced, while incentive policies have been issued to cultivate more enterprises above designated size.

The management committee has attached great importance to private enterprises in the aspects of striving for policy support, implementing tax cuts and fees, as well as solving financing problems. The city has offered 24.78 million yuan in subsidies, reduced or exempted 12.66 million yuan in various expenses, as well as released 42.57 million yuan in reward and support funds. The most preferential policies on land, electricity, water, gas, and tax reduction have been implemented in industrial parks. The first batch of private enterprises settled in the parks has received a total of about 400 million yuan in bank loans.

According to the current situation and development direction of the leading industry, the management committee hired a group of experts in the fields of non-ferrous metal smelting and deep processing, biomedicine chemical industry, safety, as well as environmental protection to improve the scientific level of management.

It also promoted in-depth cooperation between enterprises in industrial parks and scientific research institutions like the Beijing General Research Institute of Mining & Metallurgy, Central South University, Guangxi Branch of China Academy of Science and Technology Development, as well as Guangxi University.
