In recent years, Tian'e town in Hechi, Guangxi Zhuang autonomous region has arranged legal advisers in all 95 villages (communities) to promote legal services in rural areas, effectively maintaining public harmony and stability at the grassroots level.
The village-level legal advisory system in Tian'e county is centered on lawyers and judicial cadres, as well as absorbs various legal professionals and volunteers who are passionate about legal public welfare.
A code of conduct for legal consultants was established in the county, clarifying their work responsibilities, service standards, and assessment systems to ensure service quality.
In order to facilitate legal consultant's understanding of village conditions and to effectively carry out legal service, after signing contracts with villages, the legal consultants are responsible for promoting legal knowledge, instructing legal affairs, as well as mediating conflicts and disputes. They should also visit the villages (communities) regularly every month to provide various forms of legal services for local residents.
In addition, information publicity boards will be set up in the villages (communities) to disclose the legal consultants' contact phone numbers, WeChat QR codes, and supervision phone numbers to the public.
Since this year, legal advisers in 95 villages (communities) of the county have organized 196 publicity campaigns on law popularization, received more than 1,200 legal consultations from the villagers, participated in the resolution of 300 various conflicts and disputes, handled 98 legal aid cases, as well as issued legal opinions 20 times.
