Qujiang New District in Xi'an, capital of Northwest China's Shaanxi province, issued a notice on June 1 outlining the scope of flexible law enforcement and urban management to promote consumer spending.
People are allowed to engage in business within prescribed road sections, locations, and time periods, without affecting pedestrian traffic, occupying blind passages, fire exits, or infringing on the interests of others, while ensuring the order and standardization of tourism.
Business times for storefront shops to operate at roads are from 6 am to 10 pm, the time for temporary street peddlers is from 5 am to 9 am, 11 am to 2 pm, and 6 pm to 10 pm, while the time for large shopping malls occupying a road for promotion is from 10 am to 10 pm.
Up to now, the district has already had six concentrated operation areas for temporary street stalls. It will also set up more in relatively densely populated areas based on the urban management situation and the actual needs of citizens.
After the outbreak of the COVID-19 epidemic this year, Xi'an urban management bureau actively guided enterprises to operate their businesses in an orderly manner.
It selected a batch of temporary stalls for standardized and orderly management, which not only improved the effectiveness of the management, but also created a new model for other temporary stalls.
From the end of April this year, the first batch of 52 vegetable morning markets, 38 night market barbecue centralized operation areas and 38 temporary food stall groups have been established and officially opened to the public.
