Xi'an, capital of Northwest China's Shaanxi province, recently rolled out a series of policies to support the development of industrial parks, to accelerate the construction of a metropolis for advanced manufacturing, according to the Xi'an municipal government.
By 2022, the city will form a pillar industry cluster with development zones as the mainstay.
It will support industrial bearing zones, supplemented by county-level industrial concentration zones, as well as build more than 33 entrepreneurship and innovation bases for small and micro enterprises.
A small and micro enterprise entrepreneurship and innovation base which passes national recognition will be given a grant of 3 million yuan ($428,614).
Officials said the city will improve infrastructure construction of water, electricity, roads, gas, telecommunications and heating in industrial parks. It will carry out pilots and expand direct power supplies to concentrated areas.
In order to promote the advancement of the construction of industrial parks and the improvement of urban functions, it will establish a comprehensive service management platform for smart park operations, using the internet of things, cloud computing, big data, artificial intelligence and 5G.
An information platform sharing and exchange mechanism for industrial park investment projects will be established to achieve sharing of investment resources, channels and project information.
For newly built advanced manufacturing projects introduced to industrial parks with the investment of more than 100 million yuan, the industrial park will be given a grant of 5 percent of the capital, up to 2 million yuan.
In addition, the city will encourage industrial enterprises to increase support for service facilities such as R & D and design, by increasing the industrial land plot ratio and adjusting the land structure.
