Huanjiang launches measures to attract businesses

Huanjiang Maonan autonomous county in Hechi has launched a batch of supportive measures to attract businesses to settle down in the county's resettlement areas to ensure that relocated people can have stable incomes and will not return to poverty.

Since the 13th Five-Year Plan (2016-20), the county has relocated 4,031 impoverished households, consisting of 16,331 poverty-stricken people, in its two resettlement areas.

"'Green channels' for applying for the installation of water and electricity have been built up by the county government for poverty alleviation workshops to settle down at the resettlement areas," said Li Shiyu, an official of the county's relocation service center for poverty alleviation.

Procedures for business registration and filing are also simplified, said Li, adding that the county government will also help arrange premises and apply for business licenses.

In addition, Huanjiang will conduct star ratings for the poverty alleviation workshops. Workshops that can operate normally all year round and ensure that the annual per capita income of their impoverished employees is no less than 20,000 yuan ($2,850) will receive the star rating and be given financial incentives.

To date, there have been 14 poverty alleviation workshops in Huanjiang, covering areas like garments and textiles, electronic products processing, handmade crafts, as well as agricultural products processing.

"The county's relocation service center for poverty alleviation provided me the one-stop services covering items from examination and approval to the site selection of the workshop," said Mo Ming'e, the person in charge of Guangxi Huanjiang Minglang Electronics Co Ltd.

"The factory was soon built up and put into operation, which can provide jobs for impoverished households near their home," noted Mo, adding that the county government's supportive policies have benefited all involved.

"I had spent a lot of money to purchase equipment and raw materials in the early days," said Lu Zhuoding, head of Huiteng Trading Co Ltd, which settled in Huanjiang's resettlement area in June 2019 and is mainly engaged in clothing, jewelry, and electronic products processing.

"The county government gave me the preferential policy of free rent for three years, and offered steady post subsidies for workers in my factory, which greatly reduced the production cost of my factory," added Lu.
