Notice on the Prevention and Control of COVID-19 (No.4)

Currently, our city is at the most critical stage of epidemic prevention and control, and risks of infection arising from people's movements and gatherings remain. In order to protect people's lives and physical health, requirements on further strengthening epidemic prevention and control are announced as follows:

1. Perform primary responsibilities strictly.Local governments, departments, organizations and citizens shall implement all prevention and control measures strictly as required, and shall remain vigilant. Competent authorities of various industries shall fulfill their regulatory responsibilities strictly, and urge all market entities and social organizations to perform their own responsibilities earnestly regarding epidemic prevention and control. Leaders at all levels shall lead officials in conducting epidemic prevention and control, and resumption of work and production orderly and effectively. Citizens shall support their communities (villages) and employers in implementing prevention and control measures, and take an active role in joint prevention and control of communities (villages).

2. Conduct personal protection strictly.Citizens shall stay at home where possible, avoid visiting others, gathering and dining together, wash hands frequently, keep clean, and wear a face mask when going out. Select green means of transport where possible, minimize talks on vehicles of public transport, and queue up orderly and maintain a proper distance (>1m) when having to gather temporarily, such as during shopping, payment and waiting vehicles of public transport, in a bid to reduce infection risks while showcasing civility.

3. Manage people arriving in Guangzhou strictly.Non-local people and citizens of Guangzhou shall cooperate with management of transport operators, including airports, railway stations, bus stations and ports, and accept body temperature monitoring. Please report to your employer and community (village) on the date of arrival in Guangzhou or report your arrival through Suikang WeChat Mini Program. If anyone arriving in Guangzhou conceals his/her history of traveling to or residing in a seriously affected area and his/her health status, and if this results in the spread of COVID-19, he/she will be held liable according to law. Anyone who is still in a seriously affected area shall not return to Guangzhou without authorization. Anyone returning to Guangzhou from a seriously affected area will be isolated at home or in designated places for a 14-day medical observation. A house for home isolation shall be such that the occupant lives alone or each occupant has a separate room; otherwise isolation in designated places will be arranged. Anyone in isolation at home or in designated places shall be subject to a nucleic acid test before the second day of arrival, and shall not go out during isolation. The medical observation will end only if he/she has no symptom and the result of a second nucleic acid test 14 days later is negative (The isolation period starts from the date of arrival). Anyone in isolation at home violating relevant regulations will be subject to isolation in designated places and held liable accordingly. Sub-district offices (township governments) and community (village) committees must perform health management for and offer services to people in isolation at home, and implement the "eight ones" measures. People arriving in Guangzhou from other parts of China shall not go out except to the workplace, and shall not organize or participate in dinners and parties within 14 days, and shall go to the designated hospital for screening and treatment if he/she feels uncomfortable, such as having a fever. All people entering China must be subject to health declaration and classified management.

4. Manage residential communities (villages) strictly.Such measures as body temperature monitoring and access authentication management will be taken for people entering and leaving residential communities (villages). Residential communities (villages) conducting access authentication management do not have to register information for authenticated people, who can enter and leave normally if their body temperature is normal and they meet the management requirements. Strengthen epidemic prevention and control in urban villages, suburban villages, outskirts, etc., and health screening for migrant workers, floating population, and people returning to Guangzhou. Manage public activities and leased houses strictly to prevent epidemic outbreak or spread. Owners of leased houses or other house leasers must fulfill prevention and control responsibilities, and anyone who fails to report any lessee arriving in Guangzhou from a seriously affected area, fails to implement the regulations on isolation at home and in designated places, fails to perform the reporting obligation for isolation at home and in designated places, or fails to support the work of the government and community staff will be held liable according to the applicable laws and regulations. For any community (village) where an infection or clustering case is found, access control measures shall be taken, such as closed management.

5. Conduct strict prevention and control for organizations resuming work and production.An organization resuming work and production shall perform primary responsibilities for epidemic prevention and control strictly, strengthen health management of its staff, designate a full-time health administrator, direct and urge its staff to make registration and declaration through Suikang WeChat Mini Program, prepare a health register of its staff, and isolate key staff members for medical observation; it shall conduct internal control properly, strengthen the cleaning, disinfection and ventilation of offices, production and resting sites, and take prevention and control measures properly according to the relevant working instructions to avoid an internal outbreak. The occupation density of collective dormitories shall be reduced, and there shall not be more than six occupants per room and the per capita living space shall not be less than 2.5 square meters. Large enterprises are encouraged to set up a designated isolation site, and for provincial-level and above development zones (high-tech zones, economic development zones and industrial parks), their administrative committees are encouraged to set up a designated isolation site. For small and medium enterprises unable to set up a designated site, district governments shall make unified arrangements.

6. Conduct strict prevention and control for commercial service areas.Malls, office buildings, supermarkets, restaurants, hotels, farm markets, exhibition and convention centers, and other commercial organizations shall implement such measures as body temperature monitoring and face mask wearing strictly in addition to cleaning, disinfection and ventilation. Anyone with such symptoms as fever (body temperature over 37.3℃) and dry cough will be kept out, and advised to visit a nearby fever clinic. Each commercial organization shall develop a rational walking route and dispersion measures, and control the number of entrants appropriately to avoid internal and external gathering. People talking to each other internally shall maintain a certain distance (>1m) and avoid direct contact; during the peak hours or at any busy checkpoint, a channel shall be added, or staggered monitoring practiced, or an infrared thermal imaging intelligent body temperature monitoring system provided to improve monitoring efficiency. Densely populated areas, such as bars, ballrooms, cinemas, amusement arcades, KTV, Internet cafes, performance venues, bath centers, auction houses, and large exhibition and convention centers will remain closed, and this also applies to baby care rooms, children's playgrounds and indoor entertainment places of malls.

7. Conduct strict prevention and control for special places.All competent authorities shall perform prevention and control responsibilities and measures according to the applicable State, provincial and municipal requirements, strengthen regulation over the prevention and control work of COVID-19 at detention houses, compulsory detoxification centers, compulsory health centers, jails, mental health institutions, social welfare institutions, old age care institutions, maternity centers, and other densely populated institutions, prepare detailed working instructions, and strengthen inspection and guidance to ensure that all prevention and control measures are implemented to the letter.

8. Conduct strict prevention and control for open spaces.Strict access management must be practiced for open spaces, such as parks and scenic spots, and there must be a conspicuous reminder, and a prevention and control publicity board at the entrance. People-to-people contact shall be minimized in open spaces, and the number of people in these spaces controlled rationally by means of reservation, fixed-point service, etc. The cleaning and disinfection of shared service tools, facilities and equipment in direct contact with people shall be strengthened, and all prevention and control measures fully implemented.

9. Conduct strict prevention and control for schools.Competent education departments, and schools of all levels and types shall restate the disciplinary requirement that students shall not return to school in advance, urge foreign teachers and students to implement the epidemic prevention and control measures strictly, check the number of teachers and students returning to Guangzhou, improve coordination with sub-districts (townships) and communities (villages), and strengthen management of internal staff and dependent areas.

10. Conduct strict prevention and control for medical institutions.Hospitals of all levels and types shall practice relatively closed management, and all staff shall enter from a designated entrance, wear a face mask, and accept body temperature monitoring before entry. Class 2 and above hospitals shall offer diagnosis and treatment reservation services except for emergency and fever departments to avoid unnecessary gatherings. Give full play to contractual services of primary medical institutions and family doctors, and give long prescriptions to patients of chronic diseases such as hypertension and diabetes to reduce their numbers of going to the hospital. Conduct extensive nucleic acid screening to cover all fever outpatients, ordinary outpatients and emergency patients with an epidemiological history, inpatients, and newly admitted patients. Strengthen the discharge management of patients with COVID-19, set and follow discharge indicators strictly, and implement isolation in designated places and medical observation; strengthen the control over patients tested positive again, isolate them in single hospital rooms for observation, and treat those with a suspected symptom of COVID-19 as a confirmed case.

11. Manage key groups strictly.All organizations shall strengthen prevention and control for key groups, such as carers, cleaners, security guards, and catering and express delivery workers, define the protection requirements, conduct health screening, strengthen epidemic protection training, provide necessary protection materials, and implement disinfection and ventilation measures for collective dormitories, canteens and other shared spaces thoroughly.

12. Promote the application of the Suikang code.Broaden and deepen the application of the Suikang code and related technologies during epidemic prevention and control. Encourage citizens to declare their health and residence information by using the Suikang WeChat Mini Program to generate their personal Suikang code. At places where access authentication management is practiced, such as residential communities (villages), people (including vehicle drivers and passengers) shall show their Suikang code for inspection before entry. While expanding the application of the Suikang code, all organizations shall strengthen personal information protection and security management, and regulate personal information registration, acquisition and authorization strictly to avoid the disclosure and improper use of personal information.

13. Encourage staggered shifts.Organizations operating in office buildings are encouraged to reduce gatherings by flexible means, such as flexible working, home office, online office, Role A/B rotation, and staggered shifts. Organizations of public transport services shall pay close attention to subway and bus traffic, and take scientific and effective prevention and control measures to reduce gatherings at subway and bus stations.

All citizens and people visiting Guangzhou must observe the State, provincial and municipal regulations on epidemic prevention and control, and conduct prevention and control properly, and anyone violating these regulations will be held liable according to the applicable laws and regulations.

This notice comes into effect from the date of release, and its termination date will be otherwise notified.
