The biopharmaceutical industry in Harbin has cultivated 50 independent intellectual property categories and 111 patents, with many technical achievements up to international advanced level. R&D expenditure of the leader enterprises took up over 4 percent of the sales, and a technology innovation system ranging from basic research to industrialization has been set up. In 2017, Harbin has seen a series of industrial clusters in pharmaceutical chemicals, traditional Chinese medicine and biotechnological pharmaceutics.
