According to the Beibu Gulf Urban Agglomeration Development Plan (2017-20), which was approved by the State Council on Jan 20, 2017, the city cluster will accelerate reform of the household registration system, and gradually relax household registration restrictions in Nanning and Haikou.
Household registration migration restrictions will be fully lifted in other cities in Beibu Gulf urban agglomeration. Measures will be taken to facilitate the development of urban integration, including ID card replacement and renewal, online approval of the transfer of household registration, entry and exit control, and vehicle registration management.
A Beibu Gulf talent market will be established to advance information sharing on employment and talents, and carry out unified certification and recognition of professional qualifications and specialized standards among cities in the region.
