The State Council issued a notice, consenting to a motion submitted by the National Development and Reform Commission (NDRC) on establishing an inter-ministerial joint conference system for urbanization and integrated urban-rural development.

The joint conference system, with NDRC at the helm, consists of 28 departments and units, including the United Front Work Department of the CPC Central Committee, the Commission for Political and Legal Affairs of the CPC Central Committee, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Public Security, and the Ministry of Civil Affairs.

The office of the joint conference system will be situated at NDRC, which will take care of any related routine work.

In addition to annual meetings, inter-ministerial joint meetings will take place as needed, presided over by the convener or the deputy. And member units are allowed to propose a meeting according to practical circumstances.

Attendees, apart from the member units, can also include other departments or related experts.

A liaison meeting can precede a joint conference, delving into motions and items that should be submitted at the joint meeting.

Agreed matters will be noted in summaries and issued to the parties concerned. Significant matters should be reported to the CPC Central Committee and the State Council as stipulated.

With NDRC and other member units working together, the office of the ministerial joint conference system should follow up with the implementation of decisions and notify all member units.

He Lifeng, director of the National Development and Reform Commission, will act as the convener, and Hu Zucai, the deputy director, will be the deputy convener.
