A. Set up industrial parks for China-ASEAN cooperation

According to the development plan, the Beibu Gulf Urban Agglomeration will be deeply involved in the construction of the China-Indochina Peninsula Economic Corridor and the China-ASEAN Port Cities Cooperation, in order to promote the development of cross-border industrial parks with ASEAN countries and elevate the level of foreign exchanges and cooperation among the parks. The region will provide more support for the construction of the China-Malaysia Qinzhou Industrial Park, the Malaysia-China Kuantan Industrial Park, the China-Thailand (Yulin) Tourism Cultural Industrial Park, the China-Thailand (Chongzuo) Industrial Park, and the Guangdong Fenyong ASEAN Industrial Park, all of which aim to promote mutually beneficial cooperation in trade, investment and capacity between China and ASEAN countries.

B. Create industrial cooperation platforms for different areas

Long-term mechanisms will be established to create benefit sharing and sustainable development of industrial cooperation among different areas. The region will speed up the construction of transregional cooperation parks such as the Zhanjiang-Beihai Beibu Gulf Economic Cooperation Zone and the Pearl River Delta Industrial Transfer Park by means of joint ventures, project cooperation, resource complementarity and technical support, with the aim of deepening division of labor and regional cooperation among industries. At the same time, the region will give support to cities to jointly build industrial parks, in an effort to form a development pattern of lateral dislocation development and longitudinal division of cooperation.

C. Push forward the sound development of new cities and new districts

Strict establishment requirements will be introduced to control the construction scale of new cities and new districts. The region will make an overall plan for the construction of functional zones such as production, administrative and commercial areas, and living quarters in order to promote functional mixing and industrial integration, and avoid the hollowing out of new cities and new districts.

The region will accelerate industrial transformation and upgrading, and the functional renovation of development zones, including the Nanning Economic and Technological Development Zone, the Nanning Hi-tech Industrial Development Zone, the Zhanjiang Economic and Technological Development Zone, and the Maoming Hi-tech Industrial Development Zone. It will also integrate and optimize resources in the zones, as well as promote resource sharing and interactive development, and complement each other's development advantages, with the aim of improving the zones' capacity for innovation and entrepreneurship.
