Take the lead in achieving integrated market order

The government will clean up and abolish local laws, regulations and policies that prevent building a uniform market and a sound market competition environment in the Beibu Gulf urban agglomeration. It will accelerate the construction of a vital, unified, open, competitive and orderly market system with the aim of establishing a cooperation mechanism for regional market integration. The government will establish a unified market access system, and carry out negative list management. More actions will be taken to set up an integrated market order, including strengthening the building of a well-functioning market credit system, jointly sharing the credit information platform, fostering the development of a regional credit service market, and unifying the publishing system for dishonesty. At the same time, the government will build a complete market supervision system, and crack down hard on all kinds of infringements and counterfeiting, in order to safeguard the legitimate rights and interests of enterprises and consumers.

Drive the development of the regional financial market and property rights exchange market

The government will provide support to financial institutions to set up branches in the Beibu Gulf urban agglomeration in accordance with relevant regulations and guidelines, and under the premise of controllable risks. Cooperation in financial regulation will be further enhanced, and illegal fund-raising crimes will be cracked down on and prevented, with the aim of gradually advancing integration of financial management services, including financial information and foreign exchange management. The government plans to set up a trading market for intellectual property and technological achievements in the region, and will promote the coordinated development of dumping rights, water utilization rights, forest property rights, waters usage rights, and other trading platforms in accordance with the principle of “total quantity control, rational distribution, and careful examination and approval”. The government will rely on existing trading floors to develop spot transactions of characteristic commodities for Southwest China and the ASEAN market, such as rubber, energy, steel, and sugar.

Promote the free movement of labor

The government will accelerate reform of the household registration system, and gradually relax household registration restrictions in Nanning and Haikou. Household registration migration restrictions will be fully lifted in other cities in Beibu Gulf urban agglomeration. Measures will be taken to facilitate the development of urban integration, including ID card replacement and renewal, online approval of the transfer of household registration, entry and exit control, and vehicle registration management. A Beibu Gulf talent market will be established to advance information sharing on employment and talents, and carry out unified certification and recognition of professional qualifications and specialized standards among cities in the region.

Boost integration of the tourism market

With the support of the Beibu Gulf (China) Tourism Promotion Alliance, the government aims to establish the tourism brand of "Beautiful and Blue Bay", and create a series of boutique tourist routes. Moreover, the government will strengthen tourism market cooperation, carry forward the standardized development of tourism markets, unify regulations and service standards, and strengthen joint law enforcement, in order to set up world-class tourist destinations.
