Promote regional collaborative innovation

Centering on breakthroughs in some major fields, including marine high technologies, green and clean production technologies and key technologies in bioindustries, the government will accelerate the construction of the Zhanjiang South Sea Valley to produce innovative scientific advances. The government will also optimize the configuration of innovative resources, conduct joint construction of innovative platforms for key technologies, and explore mechanisms for sharing technological infrastructure, major research equipment and patent information, with the aim of deepening innovation in regional research and development (R&D), and integrating application and cooperation in the transformation of scientific research achievements. The government is aiming to vigorously accelerate mass entrepreneurship and innovation, promote collaborative innovation in industrial chains, and encourage large and medium-sized enterprises to drive the development of small and micro enterprises by means of cooperation in production, sharing resources, and building open platforms and standards.

Create a good ecological environment for innovation and entrepreneurship

The government will integrate public service resources, explore a service mode that is guided by government, served by intermediary agents and participated in by society, in order to actively promote the development of public services such as entrepreneurship guidance, information consultation, technological support and achievement transaction. Capable cities can provide normative financing guarantee services. The region aims to speed up the construction of innovation and entrepreneurship bases in Nanning, Zhanjiang, Haikou and Yulin, in an effort to perfect the region's financing mode and to encourage innovation and entrepreneurship.

Cultivate and introduce innovative and entrepreneurial talents

A series of positive policies will be implemented to provide better working and living conditions for talents. International technological talents and high-level innovative teams will be introduced to attract outstanding talents from home and abroad to start up businesses in the Beibu Gulf urban agglomeration. The government will also establish an international cooperation mode for cultivating highly skilled talents, professional officers and mid-level managers. At the same time, it will improve the incentive mechanism for people of talent, to complete the mechanism for the two-way flow of scientific manpower to stimulate the talents.

Provide guidance for migrant workers to return home to set up businesses

Supportive polices in finance and other fields will be implemented to lower the threshold for migrant workers to start their own businesses, and strengthen entrepreneurship training for returned rural migrant workers. By combining the integrated development of primary, secondary and tertiary industries in rural areas, and the construction of characteristic towns, the government aims to set up a series of pioneering parks for farmers and returned migrant workers to boost sustainable economic and social development in the region.
